No need to assume he is not lying. For example, he might be able to distinguish 100% correctly but choose to lie 20% of the time. That still leads to the same answer. The reason for the 20% misidentification is irrelevant.

As to your question about why the color mix matters, suppose the witness decides by flipping a fair coin. He'll always guess 50 out of 100 are green and 50 are blue. The more the mix of cabs strays from 50-50, the less accurate the coin-flipping witness will be.
