Sorry, that calculation was for a single 6. For 66 you can divide by 6.
Consider the two facts about Mersenne Twister: 1. It has uniform distribution 2. It has a period of 2^19937-1
If you go 1/36 of the period on all 66, then it's obvious that the next number can't be 66, because that would disturb the uniform distribution.
Still, it means that if you have every atom in the universe (10^82) rolling 66 ten times per second since the big bang (10^18 sec), you still end up with a chance to roll 66 next time a lot closer to the perfect 1/36 than any precision dice can give you...
