I do think 99.9% is rather high for a 400 Elo in chess...however, 99% I could believe although that would also be a tad high, IMHO and taking into account draws.

For BG which has tons of luck involved, I find large Elo differences are in favor of the player who is several hundred Elo behind.

A good measure of someone's strength would be to average their Elo over a year, assuming that they are reasonably active.
