It is not the referees' responsibility to bring it to the attention of the player if/when the player makes a rules infraction. It is the responsibility of the player to know the rules and to play by the rules.

If the player is not sure about the rules, then he can always call a referee and ask for a ruling before he plays his shot or takes his drop.

All you really need to know is whether or not Tiger signed a wrong card.

Tiger could have done himself a favour by withdrawing when it became apparent that he had signed a wrong card, now that the referees were too much a bunch of pussies to DQ him, presumably in order to preserve TV ratings.

It is clear that honesty (as evidenced by the scandal which derailed his career) and integrity (as evidenced by this case) are not Tiger's strong suits.
