"Are the current rules not OK, in terms of requiring players to move using just one hand, and in a clear way as to not confuse the opponent?"

What is not OK is players getting confused while putting the position back or just doing it incorrectly as Dana did. Those situations account for a large percentage of requested rulings and animosity.
