ELO Ratings for various levels - Fogerlund

What would be the difference in playing to win and playing for a low PR? Offering technically incorrect doubles to induce cube errors by your opponents? Navigating games to complex ones where both players are more likely to make errors but you are making less substantial errors than your opponents? Something else?
