Ruling: Two-fer (Part 1)

What is the ruling if playing with a clock and rolling dice with cups as usual if I 1) Snatch the dice before my opp's clock is hit and 2) Roll those dice?

This sure seems like a premature roll to me and the stiffer penalty of 4.6 should be enforced.
