Apparently the legal crux of the matter is whether rule 4.1 should always apply ahead of rule 4.6 when playing with a clock.

Common sense and ethics should apply here.

Seriously what dufus could expect to win a ruling after fast rolling when his opp has rolled a blot leaving number in the bearoff but not completed his play? If I am player B, I stop player A when he asks for a ruling, bcuz my 21 was blatantly premature and I've danced..end of story.

Based on the above and unless I could find some language in the rules indicating that rule 4.1 always applies ahead of 4.6, I rule that B's roll was premature and that A can insist it stands.
