Ruling: Two-fer (Part 1)

In Response To: Ruling: Two-fer (Part 1) (neilkaz)

Suppose the opponent has fast grabbed several times already in the match and is a fast palyer so the time penalty dies not have a real effect. If he gets hit with the stiffer penalty would he finaly stop fast grabbing?
