As Stick has said, (and others quite recently, like Mumabear) you really can't have bg without a delay built in. It takes time for the mechanics of a move - much more so than in chess. But I appreciate your general sentiment that the tournament as a whole needs to progress.

To me, what needs looking at is the balance of delay to reserve time. It is all very well having 12 or even 15 sec of untaxed time to 'umm and ahh' over a play, when someone else might have made the same play in half that time (or less). But a match with a high number of moves in it can really drag on with these kind of delay settings.

The main argument against reducing the delay setting (and therefore increasing the reserve) is again about the mechanics of play. This is with regard to staying alive in a match when very low on reserve time and after rolling cocked dice and/or having a double to play, which takes longer - especially if you need to hit one or more blots. I am also sympathetic to this argument, especially as some matches are long and complex, and will eat into reserve.

To me, the solution is crying out. Sorry to bring it up again, a few months on, but we have clocks available that can be set to Primary and Secondary settings. As an example, according to my findings ( a combination of the few stats available and educated guesswork) a 9 sec delay combined with 2.5 min per point is equivalent to 12/2 - with an average number of moves in a match. If the match is double or triple the mean number of moves, then a 9/2.5 will help keep the tournament on track. Throw in a final points worth (ie 2 mins) of Secondary Reserve Time at the 12 seconds delay and you give the players reasonable protection from the scenarios mentioned. And few players really want to be declared the winner because of a cocked die. (Another setting might be 10 sec/2 min combined with a final minute at 15 sec.)

Just because most clocks currently in favour in bg don't have these settings does not mean that the option should not be available. Some clocks do. Do we never implement such settings because some people feel we shouldn't have a choice here, so these clocks don't generally get bought by players and directors and never get to be in the majority use? It does not seem forward thinking to me.
