I'm under the impression that TV revenue (in sports in general) tends to dwarf gate receipts. So whatever maximizes the number of games (with a secondary attempt to minimize the number of league games played simultaneously) will likely be in the best interests of all involved on the receiving end. I agree with your suggestion that giving the home team too many games up front reduces the number of games played.
