You're correct, short sucks. But the problem is that long sucks, too.

As I look at your thoughtful list, I see some I agree need spelling out. But others don't IMO because tournaments are run by benevolent dictators. As you say, you could go on for 10 pages. But if you had the time and inclination, you could probably go on for 100 pages for things that could occur or already have.

As Einstein pointed out, make things as simple as possible but no simpler. The problem is this is easier said than done. For being a rule-writer you have my respect and sympathy.
