Apply the 60% and 40% weights to the rating gain/loss in case of a win/loss and then allocate the net rating gain/loss. Doing this for for both players is what would be the reasonable approach. Bob may mean that this is a more reasonable approach in a 60-40 race than in a 60-40 significant contact position.
