Apparently it has gotten more judgmental, which doesn't seem like it would help the game.

Here's another dilemma of LM: Assume two players have impeccable motives. Player A makes an illegal play and hits the clock. Player B doesn't notice it. His clock is running but he doesn't roll.

What happens if either A or B now notices A's illegal play? Instead of suffering the moral hazard for misplay, A has an advantage by having new information about B's intention to double. It's unfair to both players, even with the best of intentions.
