I agree there's no penalty for not getting away with it. It's like telling a thief to return a stolen watch and then be on his way.

But the flip side is that LM can reward unskillful play. For example, suppose you can't directly play a 6, but you can play a 63. If you don't play the full roll because you see a different 3 and no 6, then it's not only illegal it's also unskillful. With LM, you get the benefit of the other player being obligated to help you see a play you overlooked that might have locked in a win. Worse, the other player may be suspected of cheating if he missed it as well.
