Players who fast-roll tend to do so consistently. This problem is they are stealing time in a clocked match. In addition, you may still be studying the position and have your concentration broken by someone fast rolling before you have a chance to complete your thoughts. The point of a penalty is it ends fast-rolling.

Where it becomes unsporting is if you ignore fast rolling throughout the match and then reject it at the very last roll that decides the match. The way I handle it is to request no fast rolling the first time it happens, then enforce the rule if it happens again.

Neither you nor Falafel gets to decide what is fair for everybody. Honest people can differ about fairness.

But if you really think tournament rules are merely suggestions, then I have this question for you: If my clock runs out, how many seconds or minutes will you give me after that before I lose the match? Using the analogy you gave, I assume I'd have some time after that before you enforce my clock loss. How much time?
