I think your epc for White is off. You're putting him on a 12 1/2 roll position. I figure the wastage is around 13 pips or an 11 roll position (final epc of 78). A ghetto way to test this is give White your average ~8 pip roll until he gets his men into his inner board and then count it as an 8 roll position from there. It'll take you about 3 rolls to bring the men in then the 8 to get them off so back to an eleven roll position. My estimate of 13 pips is from experience.
