Easiest way to cheat at backgammon

I enjoyed the Vegas tournament but I did have two issues.

1. They asked us to bring clocks but we could not use them if the opponent did not want to. Two of the people that I played were more than slow. Sitting in a BG room and waiting for several minutes a move is not fun. This topic has been well discussed here.

2. Touch move. I played several people who wanted to look at every possible move on the board by moving checkers. They were shuffling checkers around so fast that it looked like Three-card Monte. Several times they lost track of the starting position. I do not think that they were trying to but this *would* be the easiest way to cheat at backgammon. I really think that we need some form of a "touch move" rule to help keep the game honest.
