What Paul wrote definitely rang a bell for me. But I can't find proof either, nor do I remember who the proponents of that idea were. I think it was the time, about a decade ago, a little less maybe, when digital clocks were increasingly introduced into tournaments below the top tier and there was a strong sense of being gentle to clock-newbies in order not to scare them away. Maybe that explains that idea to some extent.
