I too felt like I saw that somewhere in the past but I can't find it now, especially in U.S. Rules.

But Google did help me find section 4.1 (v)(b) in the UKBGF ruleset, which I think is awesome!

It starts "In matches using a game clock. If player B picks up the dice before player A has ended his turn, player B is given a warning. If the premature action is repeated the player is assigned a time penalty of 30 seconds"

One or two 30-second penalties at the appropriate time will do wonders to reinforce better etiquette! Cheerio, Brits! I love it!
