Might it be more accurate still to employ a combination of both?

For example, when placing teams into seeding pots for the draw for qualifying rounds of international soccer competitions, I believe UEFA and FIFA have employed a combination of official ratings, and results achieved in recent competitions (even including weighting for more recent tournaments).

Obviously, any such system might benefit from the use of a laptop by organisers.
