I realize often it isn't so much a matter of sandbagging as that the entry fee for the Open is more than twice Advanced.

Well, if you win an Advanced event (with a decent sized field, say >= 32) you receive a nice prize. Then you have the means to pay the higher entry fee. Besides, how is this different than the oodles of people who play in the open and don't cash?

This has been a problem since tournament backgammon began. The subjective system used by many directors has had mixed results, to put it nicely. IMO, an objective system based upon tournament success (such as USBGF Larsen-Silliman) is the right direction to go. Part of the impetus for forming the USBGF was this kind of oversight. The results of US tournaments (AFAIK) are systematically and routinely entered. In an ideal world a system based upon PR or Var-Red results might make sense, but right now that seems way out there (as in the outer solar system).
