Director's ruling at the Chicago Open...

A match has finished with a player timing out and accepting the loss.

After it is over a kibitzer tells the director something happened.

Director goes to the players for an explanation…

The scenario: DMP, one player is closed out with 3 checkers on the bar and 4 seconds left on his clock.

The other player has about 1 min 30 sec.

The player with 1:30 rolls makes a play, and picks up dice, rolls again, makes play, rolls, makes play and never hit the clock. At a certain time, he runs out of time and loses the match.

The opponent admits that he saw what was happening with his opponent’s clock and consciously allowed his clock to run out.

This tournament is legal moves only.

According to U.S. Clock rules…

3.4 COMPLETING A TURN. A player completes his turn by “hitting” the clock with the same hand used in moving, leaving the dice in place on the board. (“Hitting” the clock simultaneously stops the player’s clock and starts the opponent’s clock.) While playing against an opponent with no legal moves (e.g. closed out on the bar) the player must still hit the clock to end his turn, which resets the deductible, gives the opponent the opportunity to double or redouble and verify the player’s move as legal. A player with no legal moves is not required to roll the dice but must continue hitting the clock to complete his turn and reset the deductible.

If a player does not hit the clock. Is the action of picking up the dice, rolling and playing illegal? Or is it just simply a player’s discretion to hit the clock or not hit the clock in the above scenario?

Should a director intervene here even though the match is over and conceded?

Is it within the director’s authority to void the result and have the match continue from where the time out occurred?
