Whether this the tournament adopts "legal moves" or not, each time the player made a move in his/her own time in effect it was a premature roll, it appears to me, because the opponent's turn had not ended. I believe at the very least it could be dealt with on this basis - with the match starting again from just before the sequence of play you describe. However, I believe this seemingly cynical and unsporting behaviour should be penalised somehow. If there are no specific provisions for penalties in the rules adopted I would consider one of the following four options:
1. The player loses a time penalty for each "premature roll" played, say 30 secs.
2. As in (1) but the opponent also gains this time on their clock.
3. The player loses the game in which the "premature rolls" occurred.
4. The player loses the whole match.
Maybe it would be wise to call in the ruling committee to make a democratic decision in the circumstance, also considering a fifth option of doing nothing.
