I believe the 'rules' themselves prevent this and similar types of situations from ever being resolved fairly and consistently to the satisfaction of both reasonable parties. Not that the rules are weak, poorly written or left open to interpretation, but because while a TD or committee decision carries much weight it does not constitute a precedent; yet if it did, we are left between a rock and a hard place since this would invariably lead to more complex conflicts.

Clearly the matter in this thread will not be resolved to the satisfaction of both parties or camps, though it might be worth adding a feature to clocks so that after a certain period of a player's time they emit a low 'reminder' beep (or klaxon) at each set number of seconds.

This should dissuade players from calling a foul when they needlessly time out, and as importantly players are less likely to be vilified for not helping their opponent over the line.
