Your comments make no sense to me.
The neural net in a backgammon bot is pre-trained and hard-coded. When you download either XG or GNU, you're downloading the data the defines the neural net. So I don't see any material distinction between "code" and "data" here. Hard-coded tables of data are the same as code for the purposes of this discussion.
If two such hard-coded neural nets produce exactly the same results in positions where one would expect them to be making effectively "random" choices, then that is a reasonable statistical argument that there is code reuse (where, again, "code" includes the tables of data defining the neural net).
