The goal is for the players to have the "comfort" of the same rules at every tournament.

And to control when they can and can't use the bathroom and for how long.

And to control whether they can take position pictures of not.

And perhaps to squelch innovation and experimentation and market forces.

Personally, I will take a marketplace of ideas every day over centralized command and control. But that's me.
