What if it was a clocks on request match and the opponent did not like clocks but the player rolling and forgetting to hit the clock was the one who requested the clock. Does that make opponent's behavior okay?

This was the rationale given to me not too long ago at a local tourney when player doubling forgot to hit the clock and the player being doubled took a long time to "ponder" the cube.
