Slightly different situation

The original, already discussed, describes a situation where both players allows an illegal play in a legal moves game.

What when - as has happened to me, and probably numerous others - a player just forgets to punch the clock.

Now there is no illegal play. He is allowed to make a shuffling move and think for ages before eventually deciding to hit the clock. Or also decide to make a different play and then hit the clock.

Also there is a major problem with me telling him to remember the clock: I should not speak on his time, possibly interrupting his thought processes.

When should I venture to remind him of his unfinished turn?
