You should never ever talk during your opponent's turn and you should never perform any distracting gestures during your opponent's turn so after some period of inactivity that only you can decide is right for you, look straight at your opponent, and if they make eye contact with you, slowly move one eye towards the clock, hoping that your opponent notices what you are hinting at, but keep your other eye on the board, because this whole thing may be a ruse on their part to shuffle checkers around illegally in their favor while your attention is riveted on the clock.

Or, if you don't like the doofus, just let his friggin' time run out.
