I look at this differently.

The intent of legal-moves-only is not to create legalistic interpretations that allow a player to gain an advantage when illegalities occur. The intent is to fix the illegalities, and get on with the game.

Perhaps we need an clarification. What do you think of this:

"In a legal-moves-only tournament, a player who sees his opponent roll the dice more than once in a turn, must immediately stop the game, and remind the player to punch his clock. The illegal roll does not count, and must be re-rolled."

This needs to be flesh-out, but I think you get the idea.
