Going by what the words mean in everyday usage a game of skill to me is one in which playing ability is a significant factor in the outcome and that does not at all preclude it also being a gambling game. You are giving it in quotes and defining what you mean by it but I think it is a strange definition.
Suppose the open division in the just completed ABT event in NYC area had only a nominal entry fee of say $10 with the same % paid out as prizes. Would the attendance of top players have been anywhere close to the same? I think the answer is no which means it fits your definition of being a gambling game
