Backgammon more of a "game of skill" now than in the past?

I'm not sure if you read my attempt at clarification and Taper_Mike's comments?

The gambling game/game of skill opposition is not my invention because it comes up in court all the time. The exact terminology may vary but games like backgammon or poker are often targeted by laws whose intent is to limit gambling, and one of the most common defenses is that the game is actually a game of skill.

My question is about the way the community of players perceives and treats the game, not about intrinsic properties of the game or the statistics involved. Among the people who have correctly understood my question and provided the kind of answer I am looking for are Stick, Casper Van der Tak, Tom Keith, and Daniel Murphy.
