How about...

Let me get this straight -- the first time this happens in an event, BOTH players involved are placed on probation. The second time it happens the probationary player is DQ'ed while his opponent (who apparently is also at fault this match, but usually not also on probation) gets rewarded with an automatic W??

Although I don't think the primary purpose of the rules is to prevent cheating, it seems that your proposal provides a player with a chance to take a shot -- "my opp is on probation; if I can get him to play to the wrong matchscore I get an auto win."

How about this? Second infraction leads to an automatic donation of 20% (or something appropriate) of the offending player's winning purse to charity? Now the opp isn't rewarded and the (now twice) rule breaker continues to have incentive to play.

BTW, I still contend that if during a match the problem is discovered, director should adjust the clocks to speed up the match. (If playing to too low of a score, however, this isn't needed.)
