I read that entire thing and I think everything looks great apart from this one thing.

I am new to this scene and I can tell you that something like this would have been a big put off for me. Part of the reason why I like going to tournaments is that I can win even though I don't play the best. I would not like any of my entry fee going to a PR related prize that I know I have no chance of winning.
