Yes that is indeed the case. In Belgium and for as far as i remember in some other countries there is a difference between the actual game and the clock, as where positions can be set back i some situations, the clock never gets set back. By my knowledge there have been matches lost on time in the exact same conditions because it is not the task of the opponent to take care of the other players clock. It is also why i am convinced that Michel clearly knowing that his opponents clock was running thought he was acting according to the rules.
