A ruling in the State of Oregon is not binding in other states. However, rulings in one state are often influential in other states.

The case of gambling is complicated because the definition of gambling, and the restrictions on it, differ from one state to another, sometimes greatly. For example, Tennessee defines gambling as "risking anything of value for a profit whose return is to any degree contingent on chance, not including lawful business transactions." Even if you could argue that backgammon is predominantly a game of skill, it would be hard to argue that it isn't "to any degree contingent on chance."
