in cases like this you should make a big difference between playing online per money, with a nick, anonymus,nobody know your really name, and playing live or in a more prestigious site or online tournament like tournaments organized by Usbgf on gridgammon, where you know the real name of your opponent. In this case i find this situation 100% cheat (no mistake of button, if he really want to press resign gammon he would have done in his next turn), and the player who resign for single stake want to take an unfair advantage, there is no doubt. Different i find if the player would have a direct shot when resign, so that his resignation is more "fair" he is resigning the possibility of hitting,and win the game, in change of not loosing gammon, and that will depend of the other player if he accepts or not, but we can discuss about that. But it in this case he is not resigning anything, he is cheating 100%:
