I may have been exaggerating or using a bit of hyperbole. But since there is a lower bound on PR (you can't go below 0.0), it doesn't scale linearly. 2.3 is massively stronger than 2.9. A 2.9 player has an advantage over a 3.5 player, but not to the same extent. In mathematical words, as your PR goes down, so does your standard deviation.
