I was using it in the sense of motive, not mechanics.

"Accidental", a term used earlier, might be conceding because you don't see that a lucky roll can still win it for you. If you're on the other side of that and start shuffling checkers because you fail to see there is a winning roll for the other player, then to me that's not a concession but an incorrect claim of winning.

"Deliberate" would be where you still have a chance to win but you deliberately choose to give up that chance. Players routinely give up when they might still win by rolling a dozen sets and their opponent rolls a dozen 1-2's. So in this scenario, they still have a tiny chance but they deliberately waive it because it's virtually, but not completely, hopeless.

If we want to slow down tournaments, then a good way to do that is to forbid concessions when there is a ghost of a chance to win.
