About "I'd like to see directors empowered to monitor that player's matches, even if there has been no complaint--yet--at their event ..."

(1) I've served as such a monitor.

(2) U.S. rule 2.5 empowers directors to appoint a monitor.

(3) Do you think a new rule is needed to empower a director to impose a touch-move requirement on an offending player?
