Limits on checker shuffling?

As long as it is done before the clock is hit would it be more than very rare that a player is surprised that a checker that could have been hit is placed on the bar?
I guess it depends how carefully he's paying attention.
And even when that surprise does happen what is bad about it?
I just think it is better if both players are fully abreast of what's happening at all times -- there is less likely to be confusion or dispute.
And there is the question of being able to think during the other player's turn. Obviously the player whose turn it is has first priority, but I think the opponent has some rights too. He wants to be involved and plan ahead, which in turn allows the game to move along faster.
