Limits on checker shuffling?

If a player makes a play that might not might not hit and offsets the checker but does not tidy anything up and hits the clock is the checker hit or not?
That's a good question. I would say the opponent should immediately clarify whether the player meant to put the blot on the bar.
It sounds like a comsequence of what you are proposing is that once a checker has been placed on the bar that it cannot be undone? Do I have that correct?
I would call it a misdemeanor. It would be like absentmindedly moving checkers with both hands. If you need to take the move back, you can, but you should apologize. And of course be careful not to do it too often.
