As usual, I am a big fan of the DBgF rule here and feel that it is fair.

In this case, I think Frank may have run out of time, with only 2 seconds to play 44 and hit the clock, but the point is to try to have more than a few seconds left on the clock so issues like this don't arise.

Also, it is important to call the director or staff member over when one is almost out of time, so the director can witness any issues like this.
