Yes but the penalty is extremely small. Note that the delay time is still counted down. You can think then but cannot move. If you decide to think at least the delay time anyways then there is no penalty at all. If you would have moved on the delay then the penalty is just how many seconds it takes you to move the pieces and hit the clock so about one, maybe two. Also as previously mentioned you get the full delay time to think instead of the delay time minus time to roll. If you would have taken 10 - 12 seconds think time after the dice had come to a stop you might even come out ahead.
