1) Rory made exactly the right call.
2) Bill Riles was very insistent on assessing penalty points for lateness in San Antonio. It was noticed and appreciated by most of the players. I can understand that Bill was being nice to Falafel either for sportsmanship or marketing for SA or both. Rory was protecting the rest of the field.
3) Falafel will not likely ever by late again at Rory's tourney.
4) This makes me more likely to skip playing golf and come to Rory's tourney in the future.
In Northern Virginia about 10 or more years ago our tournament director had a problem with a couple of people regularly showing up about 10-20 minutes late for the tourney. We instituted a strict on-time policy that everyone understands. You must have paid your entry fee in person before the draw (call-ins that I am on the way do not count). One penalty point every five minutes staring 10 minutes after the draw begins, no exceptions.
It only takes once for players to get the message to be on time! We did have one player accept 3 first round penalty points in 5 ptr and win the tourney. Usually, no one enters with more than 1 penalty point.
