The time penalty EXACTLY fits the infraction.
I don't agree with this. If the match had started on time, and one or more games had been finished, then the score of the match would be advanced. A time penalty alone does not produce that result.
I prefer penalty points over a time penalty because it is easier to implement and therefore more likely to be imposed consistently. A clock penalty requires the TD to be on top of the situation so that he starts the clock running on time. If he forgets to start the clock (or isn't yet aware that a player is late) then he has to fiddle with the clock later to get the time penalty right. It will be tempting not to bother at all.
As Stick says, not showing up on time is disrespectful to your opponent.
