Seth is right. With one pair of dice, if there are biases, at least they apply to both players equally. Assuming neither player knows what the biases are, then you have a level playing field, even if the dice are not random. By the way, my guess is that, from what I have heard and seen of tests, that if you play with a dice that has biases, usually it is not so bad that it would have much of an affect on a single game or match.
Now, if you use two sets of dice, then it is possible that one guy might have dice that roll more 6's than the other guy.
For this reason, and all the other reasons discussed in previous posts, I agree with Seth that using 2 die instead of 4 should be the way the game is played. And if you really want to be careful, have each player provide one of the die (or have them provided by a third party or the TD).
