Director's action?

Two players are contesting a match using a scoreboard but neither keeping a written record of the score. A kibitzer observes the following:

Player A has the cube on his side of the board (ki doesn't notice the value) and offers it to his opponent. Player B passes. Player A increments his score by one. The next game is begun. Kibitzer approaches director and reports what he believes he observed.

What action should director take, if any?
