I'm about 1000% sure you know what I meant (I even responded to the post that pointed out this fact, hence the subject), but let me rephrase then:

In the example of Carter, wouldn't he have had just two "rounds progressed without playing" instead of 3, had you distributed byes evenly?

Why not do the draw after some kind of registration, 10 minutes before play commence? I mean, these draws are done on computers, right?
